Dr. Penny Edgert
Executive Director, Intersegmental Coordinating Committee (ICC) of the California Education Round Table (CERT)
Dr. Penny Edgert is the Executive Director of the California Education Round Table Intersegmental Coordinating Committee (ICC) -- a voluntary association of the chief executive officers of California’s educational sectors -- that administers collaborative programs to prepare students for admission and succeed in higher education, especially African-American, Latino, and low-income youth. In this role, Penny functions as the Principal Investigator for the California Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP), a federal grant that has collaborated with over 400 secondary schools in the state to enhance the opportunity for ALL students to be prepared for higher education.
Prior to assuming the ICC position in 1999, Penny was the Assistant. Director of Academic Programs and Policy at the California Postsecondary Education Commission (CPEC). Prior to CPEC, Penny served as the Director of the San Diego County California Student Opportunity and Access Program (Cal-SOAP), Evaluation Coordinator at Northern Illinois University, and Research Associate at the American Council on Education. Her long career has been focused on educational equity and social justice issues.
Penny earned a Bachelor’s and Master’s Degree from the University of California, Santa Barbara, and a Doctorate in Measurement, Evaluation, and Statistical Analysis from the University of Chicago.
